has been celebrated after  Goddess Parvati worshiped to get Lord Shiva as her wedded husband  and 

after a long prayers & fast she finally got married to Lord shiva .

 From that day ... 

Married women  fast for their husband's long life & good health

where as

Unmarried , teenage girls  fast to get a wonderful ..loving..caring husband .. 

 And 

This is how the festivals has been celebrated ...
